Canada's Express Entry system is one of the most popular immigration pathways for Irish professionals. The points-based system evaluates candidates on age, education, work experience, and language ability, with successful applicants receiving Invitations to Apply (ITAs) for permanent residence. Throughout this process, notarised documents from Ireland play a critical role.
Understanding Express Entry
Express Entry manages three federal immigration programmes:
- Federal Skilled Worker Programme (FSWP): For skilled workers with foreign work experience
- Federal Skilled Trades Programme (FSTP): For qualified tradespeople
- Canadian Experience Class (CEC): For those with Canadian work experience
Irish applicants most commonly use the Federal Skilled Worker Programme. The Comprehensive Ranking System (CRS) assigns points based on various factors, and candidates are drawn from the pool in regular rounds of invitations.
Document Requirements
Educational Credential Assessment (ECA)
Before entering the Express Entry pool, you need an Educational Credential Assessment from a designated organisation. This verifies that your Irish qualifications are equivalent to Canadian standards. You will need:
- Notarised copies of degree certificates and transcripts
- Official transcripts sent directly from your Irish institution to the assessing body
- Notarised translations if any documents are not in English or French
Designated organisations include World Education Services (WES), which is the most commonly used by Irish applicants.
Police Clearance Certificates
IRCC requires police certificates from every country where you have lived for six months or more since age 18. For Ireland, this means:
- A Garda clearance certificate from An Garda Síochána
- The certificate must be notarised and apostilled
- Certificates are typically valid for 12 months from the date of issue
Identity Documents
- Notarised copy of passport (all pages, including blank ones)
- Notarised copy of birth certificate
- Notarised copy of marriage certificate (if applicable)
- Notarised copies of any name change documents
Work Experience Documentation
- Reference letters from current and previous employers
- Letters must include specific information: job title, duties, dates of employment, hours worked, and salary
- Notarised copies may be required, or originals on company letterhead
Provincial Nominee Programs (PNPs)
In addition to Express Entry, Canadian provinces operate their own nominee programmes. A provincial nomination adds 600 CRS points, virtually guaranteeing an invitation. Provinces popular with Irish applicants include:
- Ontario: Ontario Immigrant Nominee Program (OINP)
- British Columbia: BC Provincial Nominee Program
- Alberta: Alberta Advantage Immigration Program
- Nova Scotia: Nova Scotia Nominee Program (strong Irish connections)
Each province may have additional document requirements beyond the federal requirements.
Timeline and Planning
A recommended timeline for Irish Express Entry applicants:
- 6+ months before: Take language test (IELTS or CELPIP), apply for ECA
- 4 months before: Apply for Garda clearance and any other police certificates
- 3 months before: Gather all original documents for notarisation
- 2 months before: Notary appointment, submit for apostille
- Profile creation: Submit Express Entry profile once all documents are ready
- After ITA: 60 days to submit complete application with all supporting documents
The Atlantic Canada Connection
Atlantic Canada — Nova Scotia, New Brunswick, Prince Edward Island, and Newfoundland and Labrador — has deep historical ties to Ireland. The Atlantic Immigration Program and provincial nominee programmes in these provinces are particularly relevant to Irish applicants. Nova Scotia, with its large Irish-heritage population and active recruitment of international workers, is a popular destination.
Each Atlantic province has specific documentation requirements for their nominee programmes, which may include notarised employment offers, community endorsement documentation, and notarised proof of settlement intent.
Spouse and Dependent Documentation
If including a spouse or common-law partner in your Express Entry application, additional notarised documents are required:
- Notarised marriage certificate or proof of common-law relationship
- Spouse's police clearances from all countries of residence
- Spouse's educational credential assessment (if claiming points for their education)
- Proof of relationship — may include statutory declarations
- Children's birth certificates and custody documentation if applicable
Common Pitfalls
- ECA processing time: WES assessments can take 4-8 weeks — do not delay
- Police certificate expiry: Certificates must be valid when the application is submitted
- 60-day deadline: After receiving an ITA, you have 60 days to submit everything — have documents ready in advance
- Document format: IRCC has specific requirements for document scans — colour scans, specific file formats and sizes
